This is such a ridiculous argument that India will be the 3rd largest economy by default irrespective of whichever govt. comes power. Which implies that policies do not impact economic growth. If that was the case then we would not have been on the verge of bankruptcy in 1991.

One Hypothesis : Super high taxes on so called luxury goods is killing the market altogether. The sub optimal scale means the goods don't get manufactured in india and we are unable to climb the value added ladder. This condems us to mediocrity.
