HINT (for 9 circles, 3 radii): I lack the smarts to see an analytical solution, so I used a Dynamic Geometry Environment (DGE) to solve it computationally & graphically. There is only one unknown (radius_blue / radius_yellow), so start with a good guess, model it, then iterate.

Congrats on the Report. Did you consider law that assigns ownership of personal info to the individual, ownership not allowed to be sold, only limited-divulged -purpose usage-rights sold? Please consider how that legal principle could work to shift power back to individuals.
