I omitted some strong contenders, however not compared to D.C. it's in a class of its own. To wit: Djibouti, Brasilia, Nairobi, Dar Es Salaam (Tanzania), and, believe it or not, Cape Town, not a capital, but a city notorious for its high rate of crime.
