Wouldn't the implementation of Plan U *in full* proposed by Richard Sever Michael Eisen John Inglis take away most of these problems? I know it's a distant call right now but I'm sure preprinting + public reviewing + curation models would take care of this!

I remain baffled that with 20 years of debate, abundant evidence of problematic business models and their universal global application & a spectrum of opinion on peer review, that funders don't see the public access solution staring them in the face: preprints.

We all agree that peer review is broken. We often blame reviewers for this but I think editors are a bigger problem. They are universally weak in the decision process: triaging papers with less recognised authors/approaches; bowing to ridiculous/overcritical reviewer demands.
