1. Our Constitution recognises 3 tiers: national, provincial and local government.
2. Traditional Councils are not supposed to be an extension of govt, but serve communities.
3.Btw,many NGOs provide services with/behalf of govt eg with Social Dev. Are they part of government?🙃
