QUALITY IS THE KEY TO FREE EDUCATION! The MEIYSAC Hon. Dr Sanet Steenkamp, officially outlined the implementation modalities for the Subsidized Tertiary Education Funding Model, commencing in 2026.

As confirmed by the Minister, starting in the 2026 academic year, tertiary education will be subsidized (no tuition or registration fees) for primary undergraduate qualifications at public and private institutions.

ELIGIBILITY CRITERIA FOR FUNDING 1. All undergraduate students (first primary qualification at NQF Level 5 up to Level 8, including Honours) at public and private higher education institutions receive 100% tuition and registration fee subsidy. #subsidizedEducation2026

ELIGIBILITY CRITERIA FOR FUNDING 2. All trainees for the first primary trade (NQF Levels 1 up to Level 6) at TVET centres will be accorded with 100% tuition and registration subsidy. #subsidizedEducation2026

A first primary qualification is defined as the first qualification attained by a student at NQF levels I to 6 for those pursuing TVET education or for those pursuing higher education NQF levels 5 to 8, including Honours degrees. #NAEducation2026

A bridging programme that is required to qualify for the primary qualification is part of the primary qualification. 3. Students pursuing courses abroad in priority fields of study, but such courses are not offered by tertiary education institutions in Namibia. #subsidizedEdu2026
