If you count the Crosstown (haha) these are all streets with underground rapid transit on them, in three cases that's existed for decades. Where, exactly, do drivers have enough non-car alternatives that we're allowed take space from them for other uses if not these cases?

The answer is that for some people there's no test that car infrastructure can fail, and no test that non-car infrastructure can pass.
