I know a very talented researcher who received the U.S. National Science Foundation GRFP in neuroscience (amazing!) but was not admitted to any PhD programs this cycle. Any #neuroscience PhD prgms able to consider a trainee with 3 yrs funding so they don't need to decline the award? (Can't defer it seems)
