As he explains in detail, despite what they tried to imply in demo, Devin did not do an Upwork job on its own.. and it was creating messy, overly complicated code.

Speculating, but I would guess this vote was orchestrated from the top down at the behest of the intelligence agencies... They must have pulled just enough legs to make sure it didn't pass.
