جب وزیراعلی کا پرنسپل سیکرٹری و چیف سیکریٹری ڈی ایم جی ہو تو وزیر اعلیٰ بس دستخط کرتا ہے، محترم شاہ صاحب، بھٹو صاحب کی انتظامی ریفارمز نے سی ایس پی رولز و سروس ختم کی تھی مگر آپ 1954 رولز پر خط لکھ رہے ہیں، آپکی پارٹی اٹھارویں ترمیم کرتی مگر آپ صوبائی اختیارات وفاق کو دیتے ہیں؟

Civil Service reforms in line with Federal Constitution is essential. Pakistan can't function with colonial bureaucracy of 1915. Administrative federalism is only way forward.

High Courts have suspended notification wherein PAS/DMG Cadre posts were increased from 289 to 1180 in Provinces. Contempt proceedings shall be filed against Establishment Division if they notify promotions of 44th Common or other PAS Officers. Court orders must b obeyed.
