Perhaps the productivity problem in the construction industry stems from the fact we have fewer people willing to join the trades and work with their hands and way more people going into sales and waving their arms about, saying this or that will solve the industry’s problems

In general I would prefer the government to favor more system-agnostic approaches (improve code interpretation uniformity, make it easier to use performance-based approaches, act as a "first best customer" for innovative systems, etc.) rather than picking a particular strategy.
