Stop writing, start prototyping. If you're new to game dev, just jump in any engine and fool around. Whatever your great game idea is, you won't be able to make it until you understand HOW to make it.

Exploration ≠ Discovery One is an action, the other is a motivation. Give your players something meaningful to discover and they'll naturally feel inclined to explore. A "big open world to explore" is meaningless if it's not filled with meaningful discovery.
