Am I just really out of touch, or has it not quite leaked through to the national conversation that real-terms London house prices are down almost a fifth from their peak (nine years ago!) and that the total decline is now almost as much as during 2008-09 (-19% vs -21%)

I like this idea but the Dept of Housing wouldn't need to examine it (& amend the legislation to enable it) if they didn't micromanage housing policy implementation. Decisions on targeting cost rental units should be left to local authorities not specified in national legislation
