So three tiers - Old claimants (including reassessed post-Nov 26) = old criteria, old descriptors - New claimants post-Nov 26 but pre-Timms = new criteria, old descriptors - New claimants post-Timms = new criteria, new descriptors (2nd category becomes 3rd on reassessment)
