Only two weeks to go until Lutfur Rahman's latest 5% increase in Council Tax kicks in. To justify it, Aspire cllrs claim those who earn up to £50,000 a year are protected by their CT Relief Scheme. This response shows that only 74 households actually got anything from this scheme
