In other words, the ECI is saying: 1- We are non-transparent and will remain so. 2- It’s entirely up to us who gets to vote. 3-Reasons for exclusion? State secret, not your right. 4-Rules are flexible — for us, not for you. 5-The Supreme Court may listen, but we decide.
