Partially true that PMMVY exceeded it's target. The target fixed is at ~25% of eligible mothers & doesn't meet key constitutional mandates: 1. 2nd live birth not covered, as committed in Right to Food (NFSA) 2. 5k benefit is not indexed to minimum wages, covering 1 month max
