Learning is literally part of the job. A company that forces all learning outside the "normal" workday are actually forcibly extending the work day. This is an abuse situation, not a "wouldn't it be nice" situation. Same reasoning applies to "lunch and learns".

So to compile the .less CSS file I have to css using a file watcher in Rider, I have to install NodeJS, which installs additionally: Python3, VC++ runtimes, Chocolatey, vs2017 build tools, so I can pull down less.js, which is then usable to compile the less file to css.
