One of the biggest misunderstandings in trade policy is that we have had "decades without tariffs." There have been lots of tariffs all along! Anti-dumping, countervailing duty, safeguard tariffs made some trade lawyers very wealthy.

Interesting that USTR seems to acknowledge that the Section 301 tariffs have not achieved their objective.
