The Biden administration wants to say they support industrial development in poor countries, but their actual trade/industrial policies are discouraging it.

Raising tariffs on Chinese steel won't affect US inflation because it's a small part of overall US steel demand. True enough. For the same reason it won't help the US steel industry either, but we're in the territory of pure political symbolism here.
