Has he considered the actions of his so-called 'legitimate' government? Such violence won't lead to resolve. If anything, he is the one inspiring the revolutionaries for his excessive retaliation.

What purpose is served by limiting Corellia's ability to protect itself? Surely he doesn't think a centralized government should have full control. Especially when whoever's in charge may well be corrupt.
