The EU is not blameless. In Elite Taxi v. Uber (2017), the ECJ didn’t create scarcity—but it barred a legal argument that might have compelled cities to liberalize transport markets. Now, cities like Florence are at the mercy of taxi lobbies and municipality-backed cartels.
