Even people who are addicted to drugs can pay their rent if it’s affordable. We were drug addicted 20-somethings making minimum wage. Yet we never ended up in tents. We could pay our $300 rent. Baltimore + Detroit have higher overdose rates, much lower homelessness. Low rents.
