Announcing the release of Kubernetes v1.27, the first release of 2023!

This release consist of 60 enhancements. 18 of those enhancements are entering Alpha, 29 are graduating to Beta, and 13 are graduating to Stable.

Much of Steering's work is dealing w/ politics so contributors can do the fun & important work on the project.

PSA: The Kubernetes container image host k8s.gcr.io is *actually* getting redirected to the community controlled registry.k8s.io starting with a small portion of traffic on October 3rd.
