If a state passed a defamation law that violated NY Times v. Sullivan, would media organizations need to wait to be sued for defamation before the law could be enjoined?

Even apart from Roe v. Wade, isn't this a blueprint for states to evade Ex Parte Young and pass unconstitutional laws generally?
