So this has been a "Stage 1" audit and it calls out that a "Stage 2" audit is required to confirm they can legally do something. To be followed by a "Stage 3" audit on actions TBD once a policy is adopted but no indication as to when that might happen or what it might encompass

Cycle lanes are one step. Education is another. Do bus drivers get educated on how to drive near cyclists? This driver couldn’t wait 5 secs behind me, decided to squeeze me out instead. They can’t possibly know how scary this manoeuvre feels otherwise they wouldn’t do this. 🚏
