Not how it works my friend, while I appreciate relations with the United States and Puerto Rico under colonial status known as Free Associated State, the only one that can make that move is none other than Congress.

#97L looks like a TC now, giving the idea that recent ASCAT pass found a well defined low level center. It should be noted that recent runs from the models have been shifting south due to the uncertainty of the ridge. However good news is still away from land, but best to monitor

Tropical Storm #Erin this morning convection diminished likely due to the stable dry air and cool SSTs; however, the low-level center remains well defined and should improve in the next 24 hours or so. That said the storm dipped WSW and the cone includes PR and Leeward Islands.

Today recon suggests that #Erin is near hurricane strength, flight level winds, 68 knots at 700 mbar, supporting winds of 60 knots at the surface. This also suggests that the center is still titled but less which in the next hours will align itself with the MLC. More to come.

#Erin now the first hurricane to form in the Atlantic, however the good news is that the storm will go north of the islands, but the impacts are heavy rain, flooding, mudslides and wind gusts caused by the outer rain bands.
