A 16 Year old female dog was caught using a wire noose today by an Municipal Corporation of Delhi employee in front of her caregiver's eyes. Anyone who knows even a little bit about dogs knows what it means to be a dog and 16 years old (112 in human years). She's a senior citizen who has survived
