I’ve been warning you these voucher schemes spur pop-up schools and that’s part of why the results are so bad.

I'm so old I remember when the case for charter schools was built around econometric research--which was fatally flawed by external validity problems and poor descriptions of the treatment, but was at least somewhat empirical. Those days are gone...
