Hamas & Hezbollah are more than armed movements. They have civil institutions, schools, medical facilities, etc. In Gaza, Hamas is the government; in Lebanon Hezbollah functions as one in many places. Targeting civil employees as combatants is a lethal lie. It is terrorism.
