Can testify as a parent of conscientious teens that this causes anxiety and huge upset - if you work your socks off and get what feels like a terrible grade because you've been tested on what you haven't been taught, it's pretty dispiriting

This applies not just to Year 10 and not just to formal assessment. Assessing children’s ability to answer questions on topics they haven’t been taught only reveals (and widens) the advantage gap.

This cannot be repeated often enough. Stop testing year 10s on things they haven’t been taught yet, *especially* if the main reason is, “we need the grade boundaries.” That’s not a strong enough reason to counter any of the reasons not to do it.

I’ve realised that my mental model has always been like the blue working: start with the digits, then apply powers of 10.

The red approach goes the other way: start with the place value, then slot in the digits. I’m becoming a convert.
