There is overwhelming evidence that methadone works. Reversal of policy would lead to increased opioid-related overdose mortality both in prison and post-release. Abstinence-based approach will not work, drugs remain rife in prisons.

And there is increased incidents of internal concealment of drugs - body pushers / body packers - on prison entry.
