سرکاری بابووں کو سرکاری گاڑیوں سے عشق ہے، اس لیے ہر ایک کے پاس پانچ سے دس سرکاری گاڑیاں ہیں اور ندامت اور شرمندگی بلکل بھی نہیں۔ اور کوئی ایسا چیف سیکرٹری یا سیاسی حکومت نہیں آئی جو کہ اس لوٹ مار کو روک سکے۔ گاڑی اسے ایک چاہیے ، لیکن ہوس کی وجہ سے سارا مال اٹھا کر لے جاتا ہے۔

یہی تو ہم کہہ رہے ہیں کہ جب صوبوں میں مرکز کے ملازمین کو غیر آئینی طریقے سے تعینات کریںگے اور تنخواہیں صوبے کی عوام دے اور وہ صوبائی حکومت کو جوابدہ بھی نہیں ہو تو ان میں فرعونیت تو آئے گی۔ پاکستان میں آئین کا نفاذ جب تک نہیں ہوتا تب تک یہ ملک ترقی کی راہ پر گامزن نہیں ہوسکتا۔
