Most of what I’ve read in case-law or heard anecdotally indicates that throwing medics under a bus in order to protect senior executives (and Trusts in general) is the way the NHS works. It’s done in many other organisations as well of course
Physician Associate Patient reviews are FAR less important than patient outcomes. PAs are more likely to just give patients what they want due to lack of knowledge and experience. Patients love investigations, which can be dangerous. Good medicine is often not popular medicine.
