This paper should be a bombshell. Due to the electoral college and the extreme blue-state concentration of Democrats, Republicans are expected to win 65% of presidential contests in which they narrowly lose the popular vote.

I think it’s nonsense but I’ll grant “we’re a republic not a democracy.” I’ll even grant the even more nonsensical claim that the system we have now is what the framers designed. Granting all of that, what is the substantive argument for *routine* minority rule?
