Dr. Elizabeth Sawin I did NERT in San Francisco ( a beefed up CERT Community Emergency Response Team ) and the plan includes physical runners to bring pieces of paper to physical locations and there is also a HAM radio team to comm btwn stations. Every place needs this, but harder to do in sprawl
