The Marawi mass bombing should remind our law enforcement agencies that the Anti-Terrorism Act of 2020 punishes inchoate offenses, or incomplete crimes that terrorists prepare for or seek to commit. Good intelligence work is all that is needed to prevent such act of terrorism.
