Three things I would immediately do to fix car regulations in the U.S. 1. Tax all vehicles by weight. 2. Redo CAFE rules so that they don't vary with wheelbase size. 3. Require crash safety ratings to reflect damage done to vehicles in smaller weight classes.

I am 100% in favor of charging cyclists proportional fees for our use of public roads. Bicyclists kill about ~ 17 people per year; drivers, about 50,000. Bicyclists injure about 127 people per year; drivers, 3 million. And bicycles have 1/160,000th the impact on roads as cars.
