You can't get an H4 dependent visa without applying at a US consulate abroad. Meaning that *at the time when you are born*, you will be illegal your 1st minute as a baby, and having thus committed an immigration offence by virtue of being born, you will not be eligible for H4.

The birthright citizenship EO is plainly illegal. It doesn't just exclude babies born to unlawful immigrants—it also excludes those born to people on legal temporary visas, which is blatantly unconstitutional. If you say you care about the Constitution, you can't defend this.
