A liar in the political sense is someone who does not fulfill his promise during his time in office. Kibaki promised 500000 jobs and 100000 houses annually. He did not deliver yet he is a political saint.

In Africa, political decisions are often driven by powerful individuals more than by real public participation and genuine consultation. So branding a community “stupid” for agreeing to arrangements they were never involved in is indeed unfair.
