The fed govt already has institutional capacity for marketing, selling power from federal resources (mostly hydroelectric dams): the power marketing admins!

But b/c of neoliberal essence of renewable energy policies, none building, selling power from wind & solar on public land.

TVA - not a PMA like Bonneville, WAPA et al - stands alone in now having access to renewable energy incentives thanks to inclusion in IRA, and they're now developing first solar projects.

BLM, USPS, PMAs... none can develop solar on land/rooftop as cheaply as private cos.

USPS for example cannot use federal tax incentives to build their own rooftop solar and storage installations to help charge EV fleet. That would need to be contracted out to for-profit biz or state govts or nonprofits in order for big cost decrease to apply. Insane.
