A half-baked approach that only applies to US companies will not meaningfully slow China down, but it sure will slow down US competitiveness. You cannot dam half a river.

Today, bipartisan legislation establishing a NIST foundation has passed committee! Very promising for the prospect of massively improved US technical state capacity in AI & other emerging tech in 2025.

This *single* shipment of smuggled AI chips is worth almost double the Bureau of Industry and Security's (BIS) budget for export control enforcement. As incentives to smuggle AI chips at scale grow, there's ~zero chance that today's methods and resourcing will be sufficient.
