There are extreme cases that might well warrant a (legal) humanitarian intervention in accordance with Chapter 7 of the UN Charter. Rwanda in 1994 to stop the genocide would be one such example, or giving UN peacekeepers a stronger mandate in the Bosnian war to protect civilians.
