A Baku court has rejected Dr. Gubad Ibadoghlu's appeal for transfer to house arrest, due to serious medical conditions. Dr. Ibadoghlu remains detained under monstrous conditions, without access to clean water, vital medicines, and proper sanitation. This is simply unconscionable.
