If a child with poor reading comprehension has equally poor spoken language comprehension, then there is no problem specific to reading, and so intervention that is specific to reading is not indicated.

If you don't stammer, you might not realise that "fluent" is a synoym for "speaks without stammering". When a job ad specifies "must be fluent in spoken English", it is unwittingly excluding people who stammer. I have seen this 3 times today and I'm not even looking for a job.
