The cruelty towards disabled people comes across as very deliberate, savoured, not a side effect of policy. If you make someone's life unliveable, you're hoping that they won't live. If you do it to a whole demographic, it's institutional violence. Call it what it is: hate crime.

If you excluded disabled people from consultation by accident, you could maybe plead "indirect discrimination". If you refuse to consult, make documents and events inaccessible, don't listen, and refuse to carry out impact assessments, you are discriminating directly, by design.
