EXCLUSIVE: We've obtained the contract that gives Sheikh Mansour first dibs on a major chunk of Manchester. The deal, still in effect, shows that Mansour's company gets “Right of first refusal” for any land sold by the council from Ancoats to the edge of Beswick.

Mansour is the deputy prime minister of the UAE and a member of the Abu Dhabi royal family who bought Manchester City via his company ADUG in 2008. This week, a NYT investigation reported that Mansour has been supporting a brutal paramilitary group in the civil war in Sudan.

The agreement signed in 2015 seems to be the contract that began Mansour’s partnership with the city council, and it confirms how closely Manchester has become intertwined with a controversial Gulf sheikh.

This is the large area covered by the agreement. In a section called “Right of first refusal”, the document says that prior to the “disposal” of any land in the area, the council agrees to “first offer the Disposal Land to ADUG”.
