If MPSC exams are postponed as students are Covid19 positive and risk of spreading if exams conducted, then why professional courses exams are permitted to be conducted beginning 1st November?.

I heard a phone call where a CCM said that exams if not conducted will bring students count to 700000 next time. I was wondering 80 percent still re appear the exams after failing, where have they lost the maths. And without conducting foundation exam how would you add new??
