NEW: 2nd Govt defeat on #PublicOrderBill, as Peers vote 224-221 AGAINST Govt-backed amendt (8) to limit the scope of defence in a disruptive protest, so that protesting “an issue of current debate” wouldn't be a reasonable excuse for the Act’s offences

NEW: #PublicOrderBill amendt (45), led by Con Peer Bns Sugg with cross-party support, passes without vote (on a procedural technicality) & Cl.9 will now cover both direct & indirect actions that could influence decisions to access, provide or facilitate abortion services
