Fix the atmosphere at CL and cup games; 1) Don’t price out the most vocal fans, the youth, with Cat C prices (Or Cat A for Dortmund!!) 2) Work with fan groups to build a process to allocate a number of blocks to vocal fans. Nothing else will work.
